About Us

Horton World Solutions (HWS) was born from Terry Horton’s belief, “We can do better!” HWS is committed to the advancement of a better quality of life through housing, using alternative solutions and emerging technology and construction methods and materials to provide better accessible housing solutions. HWS developed the ARISE home, the world’s most resilient and energy-efficient house, as part of their complete building system.

Terry Horton co-founded D.R. Horton, Inc. with his brother, Don Horton in 1978. In the first four months of business, D.R. Horton achieved positive cash flow and delivered 117 homes with a $2.8 million net profit in the first year. By 2006, D.R. Horton had built more than 250,000 homes and generated in excess of $18 billion in revenue. Terry served as President of the DFW Division from 1981-2000 and was a member of the Board of Directors from 1992-2002. Terry has been profitable on every home under his management and subsequently every business endeavor he has undertaken.

In 2001, Terry and his son, Trent, formed Horton Capital Partners, LLC. The partnership has been involved in multiple projects from Texas to Florida to Hawaii. Notably, in 2005, the partnership planned, engineered, and entitled 4,500 units in McKinney, Texas. In 2006, the corporation became a financial partner in the luxurious Texas Hill Country community of Escondido, which Golf Week named among the top 100 Best Residential Golf Courses in the nation in 2010.

Terry earned a Doctor of Pharmacy degree from the University of Oklahoma in 1973, and also attended the University of Central Arkansas from 1967-1969. Prior to entering the homebuilding industry, Terry built and operated the Medicare Pharmacy in his hometown of Marshall, Arkansas from 1974-1978.

Terry is currently an owner of a variety of homebuilding, construction, and development companies and serves on the Board of Directors for the World Evangelism Fellowship, a group that is involved in water well development in third world countries. Additionally, he is involved in the President’s Council of “A Defining Moment” which helps with AIDS education and treatment in Sub-Saharan Africa. Terry formerly served on the Board of Governors for The Vaquero Club (2002-2005) and on the International Mission Board (1988-1996). Terry became an ordained Southern Baptist Deacon in 1978.

David Oberle, co-founder of Horton World Solutions, Inc., is responsible for global strategy, business development, project acquisition, and execution. David has been involved in Real Estate development for more than 18 years. He has experience in architecture, golf course design and construction, land planning, landscape architecture, finance, and vertical construction.

Prior to co-founding Horton World Solutions, Inc. and Citadel Housing, LLC, David was the creator and owner of Progeny, LLC, a construction company specializing in residential golf course development. With over 150 employees, David directly oversaw scheduling, project cash-flow, architects and engineers, entitlements, contracts, and government agency coordination. David built Progeny to become one of the largest earthmoving contractors in Texas using GPS guided equipment with a fleet of over 25 GPS guided earthmoving units in 2007.

David headed notable golf course renovation and construction projects including Tournament Players Club (TPC) courses, Sawgrass and Southwind, Pinehurst No.2 and No.7 storied courses, and Augusta National – home of the Masters Tournament. During this time, he formed relationships with players, developers, and architects who are all legends to the sport for their contributions, such as Jack Nicklaus, Tom Fazio, Jim Fazio, Arnold Palmer, and Gary Player.

David is also involved in the marketing and launch of various companies including an ultra-premium Vodka, Perfect Vodka; a digital marketing platform for bars and restaurants, Airtab; and a stem cell treatment kit for humans, pets, and horses, BioStemLogics.

David is devoted to his family, which includes his lovely wife Lucia and their three sons, Jack, Paxton and Alec.

Scott, a North Texas native, has spent the majority of his career in home building, and a majority of that time has been with Terry Horton in some capacity. Scott earned his degree in architecture and residential design from the University of Texas at Arlington in 1985. In 1992, Scott joined D.R. Horton and, because of his ability to design and to serve the client, was consistently one of the top sales producers.

In the late 1990s, Scott joined the staff of his home church, First Baptist Euless, where he served for 11 years. He was then called to launch and lead 6 Stones Mission Network, a local, multi-city nonprofit that helps meet the needs of the community through a variety of programs, including food drives, community gardens, and home repair for struggling homeowners. What began with an initial investment of $225,000 was transformed to over $11 million in donations, $4 million in in-kind donations, and 400,000 volunteer hours in only nine years. 6 Stones Mission Network’s greatest accomplishment has been bringing together over 60 churches from multiple denominations, local governments, school districts, hundreds of business and other nonprofit agencies.

Scott believes and lives to work in the service of others, whether they be in need or a new homeowner. This belief led to his success at D.R. Horton and 6 Stones Mission Network, and has guided him to Horton World Solutions.

Scott loves to say, “It’s amazing what you can do, when you don’t know you shouldn’t have done it!” And the success of Horton World Solutions has taken a collaboration of many different talents, industries, people, and passions to create something radically different from what the homebuilding industry has ever seen.

Scott has been married to his high school sweetheart and best friend, Tammy, for 35 years. They have four grown children and four grandchildren, who all live in North Texas. Scott will tell you he’s just an ordinary guy who grew up in “the biggest small town in America,” but through Christ, he’s getting to do extraordinary things…even though he would say he “hasn’t gotten very far in life,” or at least not too far from home.

Jimmy Tinsley, originally from Madisonville, Texas, a small town on I-45 between Dallas and Houston, made the move to Dallas in 1988, where he worked in the golf business. In 1992, he left the industry to join a residential mortgage company, and shortly thereafter in 1993, became partners the with the firm’s owner. In 1996, they hired their first loan officers, and by 2001, the company had rapidly grew to 700 loan officers, spread over 112 branches in 14 states. That same year, the company was named by Inc. magazine as one of the “Top 100 Fastest-Growing Companies in America.”

Jimmy was still a partner in 2008 when the company sold, leading him to help foster growth and success at a second mortgage company that sold in 2011. As recently as 2017, Jimmy helped found yet another mortgage company, which still thrives today.

Jimmy has known Terry Horton for almost 20 years, first as golf tournament partners, and now as business partners. Terry and Jimmy began discussing Horton World Solutions and the ARISE home system for three years. As the goal to provide affordable housing options becomes reality, Jimmy will create opportunities to grow the ARISE system throughout the United States, and will lead the financial lending arm.

Jimmy studied at Sam Houston State University and is the proud father of Alyssa, 22, and Davis, 15.
